Iraq: military action could trigger civilian and human rights catastrophe



With the onset of military action against Iraq, Amnesty International demands assurances from all parties - USA its allies and Iraq - that they will respect fully the laws of war, protect civilians and ensure their access to humanitarian assistance.

Amnesty International Hong Kong demands a public commitment from all parties to the conflict that it will abide by the basic and specific measures outlined below:
 

  1. Protect civilians by strictly adhering to the rules of international humanitarian law
  2. Refrain from using indiscriminate weapons
  3. Treat civilian detainees fairly and humanely
  4. Protect the rights of combatants
  5. Ensure the security and humanitarian needs of the Iraqi population are fully met
  6. Protect and assist refugees and internally displaced persons
  7. Make sure that perpetrators of crime are brought to justice under international law
  8. Commit to using the International Humanitarian Fact-Finding Commission to investigate violations of the Geneva Conventions
  9. Support and facilitate the deployment of human rights monitors in Iraq as soon as the security situation permits
  10. Support the UN in their humanitarian and human rights work

    伊拉克:軍事行動引發對平民及人權的災難



    國際特赦組織要求美國、盟軍及伊拉克就針對伊拉克的軍事行動確保尊重國際戰爭法,保護平民及使其得到應得的人道援助。

    國際特赦組織香港分會要求各有關單位承諾遵守以下守則:
     

  1. 嚴格遵守國際人道法,於戰爭發生時,保護平民
  2. 避免使用大殺傷力武器
  3. 人道對待所有受拘留平民
  4. 保護參加戰爭人員的權利
  5. 確保伊拉克人民得到安全及人道對待
  6. 保護及協助難民及在國內逃避戰爭的平民
  7. 確保所有罪犯均受到國際法的公平審訊
  8. 承諾使用國際人道找尋事實委員會(International Humanitarian Fact-Finding Commission)的方法,調查違反日內瓦公約的事件
  9. 在情況許可下,支持及促進於伊拉克部署人權監察機制
  10. 支持聯合國一切有關人道及人權的工作
